Commissioning Outcomes for the Outback Framework

Outcomes for the Outback is our commissioning framework to achieve outcomes that matter for Western Queensland communities

In September 2025, WQPHN released the Commissioning Outcomes for the Outback Framework and Implementation Guide (Outcomes for the Outback), a practical resource to help plan, invest and evaluate services across Western Queensland.

Setting a new standard for commissioning as a transformative force in rural and remote health, Outcomes for the Outback will help:

  • Align commissioning with community needs, lived experience and local priorities
  • Strengthen service design and investment decision
  • Embed outcomes-focused thinking across partnerships
  • Support long-term impact for people and place

Together, these documents provide a complete roadmap for outcome-focused, place-based commissioning.

Commissioning Framework

The Framework is built around twelve commissioning principles and a clear commissioning cycle, with outcomes at the centre. It supports:

  • Place-based planning and adaptive service design
  • Joined-up care and local investment
  • Equity, sustainability and evidence-informed decisions
  • Practical tools for implementation and evaluation
