Drug and Alcohol Program (DAP) – WQPHN Commissioned Services

Overview

The Drug and Alcohol Program (DAP) is part of the Australian Government’s commitment to reducing the impact of alcohol and other drug (AOD) use on individuals, families, and communities. Through the Primary Health Network (PHN), DAP commissions evidence-based, regionally responsive alcohol and other drug treatment services designed to meet local community needs.

Core Elements of Service Provision

  • Evidence-Based Treatment - Services are grounded in clinical best practice, including harm minimisation, withdrawal support, counselling, and rehabilitation.
  • Targeted Access - Prioritised support for high-risk and under-served groups, including Aboriginal and Torres Strait Islander people, young people, rural and remote populations, and people with co-occurring mental health and AOD issues.
  • Integrated Care - Coordination with general practitioners, mental health, and social support services to provide holistic care.
  • Workforce Development - Ongoing training and capacity-building for service providers to maintain high standards of AOD care.
  • Culturally Safe Services -Focus on delivering culturally appropriate services that respect and reflect community values, particularly for First Nations people.
  • Data-Driven Evaluation -Continuous improvement through monitoring, evaluation, and client feedback.

  • Improved Health and Wellbeing - Reduce the physical, psychological, and social harms associated with substance use.
  • Increased Access - Enhance availability and uptake of AOD services across communities
  • Reduced AOD-Related Harm - Support individuals to reduce risky or harmful substance use and prevent relapse.

  • Better Integration of Services - Streamlined pathways between primary health, mental health, and AOD services for more effective care delivery.
