Care Governance Committee

The Care Governance Committee is a vital advisory body, consisting of members from
clinical peak bodies. It plays a central role in providing recommendations and input to the WQPHN Board of Directors, with a focus on ensuring services delivered or commissioned by WQPHN are safe, effective, and person-centred.


The primary objective of the Committee is to support the WQPHN Board in achieving its
vision of Healthier Western Queensland Communities. The Care Governance Committee helps ensure that WQPHN’s services are not only efficient and accessible but also tailored to meet the unique needs of local populations. This collaboration focuses on improving the overall health of the population, reducing avoidable hospital admissions, and fostering more sustainable health outcomes through person-centred care approaches.


Key principles supported by the Care Governance Committee include:

  • SAFE: Ensuring that avoidable harm during the delivery of care and support services is eliminated, promoting safety in every aspect of healthcare delivery.
  • EFFECTIVE: Delivering care that is appropriate and integrated, ensuring the right care is provided at the right time, and that outcomes align with the needs and preferences of each consumer.
  • PERSON-CENTRED: Ensuring that services reflect the individual needs, values, and circumstances of the people they serve, creating a system that promotes personal choice and empowerment.

The Care Governance Committee supports our commitment to building long-term
relationships between providers and consumers and ensuring that healthcare systems and services are not only designed to meet health needs but also foster trust and engagement with the community. The Committee plays a critical role in improving service quality, enhancing healthcare systems, and strengthening the relationships between service providers and the communities they serve.

Consumer Advisory Council  

The Consumer Advisory Committee (CAC) is a cornerstone of WQPHN's commitment to inclusive, community-driven health governance. Comprised of a diverse group of community representatives from across Western Queensland, the CAC provides an essential consumer perspective to the WQPHN Board. This perspective is invaluable in informing the planning, evaluation, and performance functions of the PHN, ensuring that decisions are grounded in the lived experiences of those who benefit from these services.


The objectives of the Consumer Advisory Committee include emphasizing outcomes that matter most to the consumer and focusing on improving health and well-being rather than simply increasing service volume. CAC members contribute to a framework where health services are planned, designed, and delivered based on consumer needs and values, ensuring that outcomes are meaningful and improve quality of life.

The key functions of the Consumer Advisory Committee include:

  • Advising the WQPHN Board: The CAC collaborates with WQPHN staff and the
    Care Governance Committee to provide insight into service planning and design, ensuring that services are aligned with community needs and priorities.
  • Improving Service Delivery: The CAC plays a key role in advising on the quality of service delivery, with a focus on ensuring that services are accessible, culturally appropriate, and meet the unique needs of diverse communities.
  • Monitoring and Evaluation: The CAC contributes to the ongoing monitoring and evaluation of WQPHN services, helping to ensure that services are not only effective but also responsive to community feedback.
  • Supporting Co-Design and Co-Delivery: In line with Relational Commissioning principles, the CAC ensures that the voices of consumers are integrated into the design and delivery of services, fostering a collaborative, transparent approach to health service provision.

Through its collaborative work with the Care Governance Committee and WQPHN staff, the CAC influences key decisions that shape the healthcare landscape in Western Queensland. This input ensures that services are designed and delivered in a way that meets the specific needs of the community, leading to improved outcomes and greater community engagement.
